I stayed there 14 years ago, i don't know how it is now but looking at recent reviews with pictures it brings back a lot of fun memories. It was my first time visiting the Philippines, and my now wife suggested we stay on Samal island. It was very inexpensive, we stayed in a stilted hut, had a personal assistant that would come when we rang a bell. He would set up dinner on the beach for us, bring us food from the main resort, arrange our travel excursions around the island (bat caves, waterfalls, motorbike tours around the island). Don't go there if you are the type of person that only stays is 5 star luxury hotels, this place is for people that like peace and quiet (we hardly seen anyone else the whole week we were there) and people that like nature up close and personal. There are a lot of steps to climb, so you better be in shape, which is great if you are a fitness buff.
